New Nicollet RFP Questions
The City is redeveloping 10 acres at Nicollet Avenue and Lake Street. In May 2025, the mayor and City Council approved the New Nicollet Development Framework. The framework reflects a three-year planning process with more than 20,000 community interactions. Development proposals must align with this vision.
Phase 1 will include mixed-use buildings featuring:
Affordable housing
Ground-floor retail and nonprofit services
Indoor space for park programming
A request for proposals (RFP) is now open for Phase 1 of the New Nicollet Redevelopment, formerly home to Kmart. The City of Minneapolis encourages developers to submit creative, community-focused ideas for the southeast corner of the site at Nicollet Avenue and Lake Street. Proposals are due by 4:00 pm on Tuesday, Jan. 6, 2026.
Submit any final questions about the RFP before the Q&A deadline! Email additional questions to Linnea Graffunder-Bartels by 4:00 pm on Monday, Nov. 24, 2025.
